A Whole System Approach to Eligibility to Social Care - Guidance on Eligibility Criteria for Adult Social Care, England 2010

- urges councils to take a whole systems approach to identifying need. The guidance says eligibility for adult services assistance should be placed in the wider context of all public services support.
